Finance Committee changes guard, presses on  February 16, 2013 – 03:01 pm

■ Vice chair resigns over reappointment flap; new chair elected

Benicia Finance Committee chose its new officers Friday, then resumed an ongoing dialogue with staff about the city’s fiscal shortfalls and upcoming budget sessions.

Larry Grossman is the panel’s new chairman, succeeding Dennis Lowry, who was not reappointed after his term ended.

Vice Chairman Lee Wines submitted his resignation before Friday’s meeting, prompted in part because “he is disappointed with the non-reappointment of our former chair, ” Grossman said. “We will miss him and his sage counsel.”

But late Friday, Wines sent an email to city Finance Director Karan Reid retracting his resignation, and saying he will attend the committee’s next meeting in March.

In Wines’s absence, Michael Clarke, who was reappointed by Mayor Elizabeth Patterson to the Finance Committee, was elected vice chairperson.

Grossman said the committee under Lowry’s leadership “accomplished significant things, ” among them expanding the panel’s scope far beyond simply examining monthly warrants reports.
