When Geraldine said that the topic for this month was to analyze the success of affirmative action, it took me a while to think about how affirmative action works here in the United Arab Emirates.

In Canada, affirmative action focuses on women, indigenous people and minorities, but in the oil rich countries of the Middle East it focuses on nationals (indigenous people) only.  The goal of affirmative action is to place qualified nationals in the technical, professional and labour roles currently held by expatriates.  This goal is congruent throughout the United Arab Emirates (the Emirates), the Kingdom of Saudi Arabia, Oman, Kuwait etc.  These initiatives are referred to as Emiratization, Saudization, Omanization and Kuwaitization respectively.

In these countries, foreign labour is employed to do much of the work.  Among Saudi Arabia, Oman and the United Arab Emirates, the Emirates have the highest ratio of expatriate workers.  It’s estimated that 88% of the population are expatriates (Rees et al. 2007).   In Canada, these workers would be immigrants and essentially there would be no distinction between them and the national workforce, but in the Emirates it is almost impossible to gain citizenship so employees have resident work visas and retain citizenship in their home countries.

Folks, here is how i'm voting
1. end the state income tax. i'll vote to end it. i'm afraid the town is going to raise taxes to make up for the deficit and there's less resources to fight local towns than on state level.
2. decriminalization of pot. there's a lot of scare tactics on how pots is dangerous and such. while not a user myself, i have to try hard and be fair. i'll vote to ... whom he has nothing in common.
One of the crowd is so moved by this testimony as to yell: "I love you, Tucker!" "I love you too," he shoots back, "And I mean that in a nonerotic, but powerful way." I can't help but think that this sort of interaction is good for the personal growth of the Paultards, as Tucker will introduce them to something they've likely never experienced before: irony.


Your post about your observations of the filene's store manager in nashua, new hampshire concerned me enough to write their human resources department. not because it seemed to be an unusual circumstance, but because it happens far too often.
i spoke with the director of human resources this morning who apologized and heartily agreed that the interaction you witnessed was highly inappropri.... and the director assured me that she did not consider it an excuse.
all managers are going to be informed that this incident took place and the concern that it has caused. this is not an incident that they want repeated for any of their customers regardless of age, race or the emotional state of their employees.
i know it doesn't change what happened, but i just wanted you to know.

An article in Rolling Stone (October 20, 1994) by Adam Miller called J. We need to be reminded that those truths held to be self-evident are those which are most in need of reexamination.
